Problems with includes/config.php and admin/includes.php

When I try to modify includes/config.php and admin/includes.php to enable an ssl I get a message "can't open that file. permission denied." I am using filezilla to upload changes and am using zen cart 1.3.8a. Everything else works fine but I need to get that ssl enabled. Any help would be greatly appreciated.

Are you FTP'ing the file to your local and editing it - save locally - FTP it back to the server?

For insureance do the above but before FTP'ing the file back to your server - - delete it first on the server - -

Yes I am editing and saving it local and before uploading it to the server. I thought i could delete it from the server first but I wasn't sure. I'll try that.
