Database error ?

I have had my site up for aprox 3 weeks now with no issue suddenly today I get this error...

0 DB_ERROR_NOT_CONNECTED
in:
[select * from project_version WHERE project_version_key = 'Zen-Cart Database' ]
If you were entering information, press the BACK button in your browser and re-check the information you had entered to be sure you left no blank fields.

I checked the config.php files and all are set correctly. I attempted to restore my data base from a back up and it says

Got error: 2003: Can't connect to MySQL server on 'localhost' (10061) when trying to connect.

Does This sound like a host issue or is it something I can fix?

Your MySql has gone down
Contact your host.
May not need to restore, once they get it back up

I had this error in the last few day a couple of times as well. When i reload the page it usually works. Its hosted with Hostmonster, which i suspect have problems with Mysql.

Cant do much to fix it yourself.
