What is happening is you have set 1 Sort Order and left the others at 0 ...
What this will do is build an array of the modules and overwrite one or more modules (toss them out of the array) as the 1 module with the Sort Order set will overwrite 1 of the modules without Sort Order ...
If you use 1 Sort Order, then you need to apply an unique Sort Order to ALL modules ...

All I want at this point is for people to be able to either purchase using PayPal or Google Checkout. What would you recommend to put in for the sort orders? 0 for all of them? (Or both of them I should say?)

Either give them ALL a non-zero value, or leave them all at zero.
And, you've got 2 modules marked as "status=false", instead of clicking "Remove" to turn them off completely. That's bad. If you're NOT planning to use a module, Remove it. You can always turn it on again later if you need it. Leaving it half-enabled can result in other problems.

Okay, I removed the two that were set to status=false. On the PayPal Express Checkout, it says 'Delivered' next to it. I remember it asking to set an Order Status. The top three choices were 'Pending', 'Processing', and 'Delivered'.
This is for an eBook store, when people pay with PayPal we want them to be able to automatically download the product.
Do I have this on the right setting?

"Processing" or "Delivered" should be fine.
