Paypal 11611 Error

I'm using Paypal express on ZC 1.3.8, successfully tested in PP Sandbox but am getting an 11611 error after being returned to
Step 1 Shipping Information in zencart.


Paypals website defines error 11611 as Transaction blocked by your settings in FMF.

Does anyone know what error 11611 could be caused by and how I could fix this?

You've quoted a "GetExpressCheckoutDetails" transaction log. Can you quote the "DoExpressCheckoutPayment" log for that same transaction?

In your PayPal account, you've got FMF settings enabled. The rules you've configured for those settings will be the cause of the 11611 rejection of the transaction.

DrByte you were right, the Paypal Fraud Management Filter for unconfirmed address was causing the 11611 error. I deselected this filter and the transaction was processed correctly in ZC.

Eventually I will be adding the Fast & Easy Checkout Mod and was wondering if I need to worry that I am not verifying shipping addresses with the Paypal FMF? If I understand correctly this mod allows customers to process their shopping cart without entering an address. An "account" is created behind the scenes so that order information can be passed back to ZC.

Do I need to worry about the Paypal unconfirmed address FMF?

That's a question only you can decide the answer to.

1. Your Express Checkout module already has a switch in your store's admin settings to allow you to request a confirmed address in all transactions, so maybe the FMF option is overkill. Or maybe not.
2. You're talking about using an addon. You'll need to test to see how it works for you.
3. Your unique business model, product niche, and your unique audience of customers whom you attract may or may not dictate the need for your address concerns.
