I'm using Paypal express on ZC 1.3.8, successfully tested in PP Sandbox but am getting an 11611 error after being returned to
Step 1 Shipping Information in zencart.


Paypals website defines error 11611 as Transaction blocked by your settings in FMF.

Does anyone know what error 11611 could be caused by and how I could fix this?
