Is there a way to customize the UPS module to accept multiple shipping zones?

Here's my scenario: We resell products from one vendor only. This vendor has three warehouses (California, Texas and Pennsylvania). Each warehouse has a specific set of states to which they ship to (for example, the California warehouse only ships to AK, AZ, CA, CO, etc...). Same for the other two locations.

I created in Zen three zone definitions, one for each warehouse. Then, I assigned the corresponding state to where they ship to each zone. My problem now is how to make UPS calculate the shipping cost based on the correct zone definition according to the customer's location.

I've read several posts here with concerns about different products being shipped from different locations. I'll just say that this is not a concern for us. Our job is to sell the products and submit the PO to our vendor. It's the vendor's responsibility to determine the best way to deliver the products to the customer. But, we still need the ability to accurately calculate the shipping costs in real time.

Also, besides this, we provide free shipping if the order reaches a specific dollar amount BY STATE. For example, if you live in Colorado, yo need to order $265 or more to qualify for free shipping, $115 if you live in Connecticut, etc...

Maybe anyone can point me to a module(s) that can do any of these things??
