How do add some custom text at step 1 of my checkout process?

Hello all :)

At my "Step 1 of 4 - Delivery Information" page, where the customer selects the prefered shipping method, I would like to add a text saying something like we cannot be held responsible for loss of packages unless they choose the package to be sent registered & traceable.

I'm a bit familiar with simple php-coding, but I can't really figure out where and in which file I would add this line of text.

Any help is greatly appreciated. Thanks!
