Your Refund Request was rejected by PayPal. (You can not refund this type of transaction) 10009
Lately I have been getting the above error when trying to refund transactions... any idea why?

Certain transactions cannot be refunded. One such example would be a transaction that came as an authorization, instead of a complete capture, or which has been voided or has expired, etc. You didn't state what kind of transaction you were trying to refund.
