What version of XAMPP are you using? If it's the one running PHP 5.3, then you'll need to apply a patch to Zen Cart 1.3.8a to make it work.

I tried everything including the package fix install and I am still getting the following:
Internet Explorer cannot display the webpage
I have used Zen Cart before and never had this problem.

What version of XAMPP are you using?
Have you started your Apache and MySQL in the XAMPP Control Panel before attempting to connect to your local Zen Cart store?
Finally, have you checked that your Windows firewall (or some other firewall on your PC) could be blocking the access to your XAMPP? You can do this by checking which ports are holding on to port 80 on your PC by going to your Start menu > apachefriends > xampp > port checking.

I am using Xampp Version 1.7.0. My apache and Mysql are running and are set to start with the system boot up. Since I am also running IIS because I program in ASP.NET as well apache is running on port 90 and IIS on port 80. All my other applications are running.

XAMPP 1.7.0 runs with the following software versions so the default Zen Cart 1.3.8a should work fine:
- Apache 2.2.11
- MySQL 5.1.30 (Community Server)
- PHP 5.2.8
Have you tried appending a port number to your URL when running Zen Cart in your Apache since your Apache is configured to run on port 90? Here are 2 examples; adjust the "store"and "admin" folder according to your local setup.
Furthermore, you might also want to disable your IIS while testing your Zen Cart setup on XAMPP to find out whether there are other conflicts.

Since I am running Windows 7 Ultimate and not using Windows Security I did not feel I had to because everything else is working. I am using Trend Micro which is about to expire, so how do I open the port. I knew how to do so when I used Norton, but no longer use it and have not for years. As stated this is the first time I had problems getting into the admin. I created a site earlier this year using the same applications except I was not using Windows 7. Everthing worked fine and I could get into the admin, As of now I can few the store, but not get into the admin.

You may want to try this approach to narrow down the problem.
- Turn off your XAMPP Apache and reset the port to 80 instead of 90.
- Turn off your IIS and verify that you can no longer connect to port 80 on your computer.
- Turn on your XAMPP Apache and access your Store and Admin (without the port number).
If the Admin shows up fine, then there's a system configuration problem. Possible reasons could be the firewall or some other conflict.
If the Admin fails to show up, then there's a problem with your Zen Cart installation and you might want to re-do your installation again.
I do not have Trend Micro or Windows 7 so if you have problems with either when running XAMPP, it might be better post at the XAMPP forums instead.
