Overseas USPS shipping options help

Hello Everyone!
I'm wondering if I could get some help here, this is a problem that has long plagued me and I would really like to get it fixed. I'm currently running the USPS module, I have it check off to offer "first class intl" and "priority international" it is only giving the "priority" option, which is 28 bucks! That is more than the cost of the shirt. I know that if the weight adds up to more than 4 pounds it bumps up to "priority" but that isnt the case. I wouldn't even mind offering the flat rate box, but again when I enable that it doesnt show. My site can be seen www.shopshogun.com
