Free shipping on one item in USA and with purchase of another item

Hello all... Hopefully someone can help me with this, or tell me if it is possible.

I have one item that is free shipping. However I only want it free to those in the United States. Outside of the US will be calculated shipping.

Second, I have a secondary type of product that I'd like to offer to ship free with the purchase of above product. If the above product isn't purchased, shipping will be charged on this item only in and out of the USA.

Is this something that can be done? I am assuming it would have something to do with zones, which I haven't really worked with. Beyond that, I'm really not sure at this point.

If you don't mind paying (perhaps, and not much) for a solution, then thatsoftwareguy.com likely has what you're looking for. He has a number of such add-ons -- some for free and some commercial. (I am not affiliated with him; I just like his software.)
