Cannot Turn Off Free Shipping!

My site is almost done but I'm having problems with the shipping module and its driving me nuts!

I have everything configured correctly as far as I can see and if I have tried various shipping options and it either says

Sorry, we are not shipping to your region at this time.
Please contact us for alternate arrangements.

or

Free Shipping
Free shipping for orders over £0.00


In the shipping module, if the only option I have installed is the Flat Rate shipping, when I checkout, it still shows:

Free Shipping
Free shipping for orders over £0.00

I've checked the products to ensure that Normal Shipping Rule applies and no other free shipping option is on. If the Flat Rate shipping doesn't work then is something more serious going on? What I really want to use is the Table Rate but that doesn't seem to work either.

I'm not sure how to get rid of the Free Shipping thing.

Take a look under Modules >> Order Total, and make sure that you don't have free shipping enabled in there. There is a separate module which discounts shipping rates if they are over a certain threshold, and this is an order total module.
