Congratulations! won't go away

Please help a newbie with the zencart.
I have made the changes recommended by article 129 below but they have no effect. In addition I'm making the changes on my local computer before putting them online.

Well the tutorial is correct in every way, so we have to assume "Operator Error".

As we can't see your site, we have to make some assumptions...

If you cannot see any changes, then the usual problem is that the wrong file was edited - usually in a template that's not the current template...

But your problem may be more simple... The page may be "cached" in your browser. Try clearing the browser cache and reload your site.

I cleared the cache, refreshed the browser + logged out closed the browser with no change. What's puzzling me is I have made other changes and refreshed the browser and the changes take effect. Working the wrong template makes sense so I can't argue with the logic but there must be another file that causing the problem!!!!.

I found it. I was editing the wrong file.
