Add Blank Qty Discounts: is not working

The button doesn't have Add 5 Blank Qty Discounts: it only shows Add Blank Qty Discounts: (without the 5).
when I click it to add nothing happens.

I have version 1.38a zen cart

Can anyone see what the problem is?

Go to the Configuration ... Layout Settings ...

Product Discount Quantities - Add how many blank discounts?
How many blank discount quantities should be added for Product Pricing?

the default value is 5, what do you have set?

Can you help me please.
I'm using 1.39h and when I go to Product Price Manager, I can never get more than one discount to be added.

I have been to layout settings and changed the value in there but still only get one row created on screen.

If I then add in a discount and update, it does store that value, but as soon as I try to add more discount levels it deletes the one I have and then creates a new blank one, Now I can see that not many people are shouting about this so I accept it must be something stupid that I am doing - but I don't know what.
