Admin Control Panel is missing!

I can log into my admin page, but once there, the only thing visible on my screen is a general overview of recent activity. I am missing the bar along the top with all the admin control settings. I cannot view orders, products, categories, make changes, view customers, see the tools, logoff link, etc. Every bit of it is GONE. I haven't made any recent changes to my site. Can someone PLEASE tell me how to recover all of my admin control links?

I am pretty sure I'm using version 1.3.7 (but can't swear to it, since I can't view that either!).

Since the are no overrides in Admin, try uploading the entire admin folder, overwriting the existing files.

I tried uploading my admin folder from my most recent backup and I still don't have my control panel back. Can someone please help?? This is making it nearly impossible to access my recent orders and I can't make any changes whatsoever to my products right now!!
