Offer different quantities

Is there a way to offer different quantities?
I have tried to use attributes but it will always add the base price.
Quantity discounts is not what I am trying to do.
Could this be offer as a drop-down box.
Here is an example web site:

just a simple drop down showing the quantity and price.
Example:
QTY Price
25 2.50
100 9.50
500 45.00

That is "quantity discounts". If you really want to do just as you show, the quantity discount feature would be the best way.

If you want to offer different packaging quantities (with or without price differentials per unit), attributes will work well. Set the product to "priced by attributes", and enter the quantity options with the total price for a package of that quantity.
