Shipping Based on Percentage

Ok, I'm need anything over $1000 to havefree shipping and anything under $1000 to add 15% of taotal cost. can I set this up in the table rate or the percentage shipping module? If so, can someone tell me exactly how to set that up? I cannot figure it out!! ugh!!

You could use set the Zone Rate or Table Rate to be based on Price and then use:
1000.00:10%, 100000:0.00

Hi I need to do something similar, I am using table rates, but need to add a flat fee of $2 + $.7 per $100 ordered. Any ideas on how to modify the table rate functioning to add this and maintain the table rate models?
