Customized payment modules based on shipping address?

I have been searching the forums but could not yet find the answer I am looking for. I need your help.

We are planning to sell from two different countries. For tax reasons, if a customer's payment is *received* at country A, then the shipment must be send from country A (sounds stupid to me but it's the law). We are building a single, multi-language zencart website, but I could not be sure how to implement such a mechanism.

I am really hoping there is a way to customize the payment options screen, which directs the payment to the correct country's gateway, depending on the shipping address (not the registered address). Any suggestions will be very much appreciated!

for different types of shipping i use the module flatclone2, if you need more that 1, you can edit the module and change the variables (change the 2 for the 3, for example) and the title.

Not using any payment modules at the moment. I will not be able to start using one until I solve this problem

Are you selling ONLY in the countries that the two stores serve?

I mean - let's say your countries are FRANCE and SPAIN

Customers in FRANCE will pay using FRENCH payment modules.

Customers in SPAIN will pay using SPANISH payment modules.

But what about customers in GERMANY? ...

... and Portugal
... and Holland
... and Italy
... and...... (etc)

Or will you ONLY be selling into FRANCE and only selling into SPAIN?

If you are only selling to customers in the countries specified (and NOT to people in any other country) then you need:

1. a payment module for people in country 1. (eg: France)

2. a payment module for people in country 2. (eg: Spain)

Then, when people checkout and show that they are in FRANCE, only payment module 1 is offered.

When people checkout and show that they are in SPAIN, only payment module 2 is offered.

The selection of payment module is then controlled by a CONDITIONAL statement in the code...

eg:
if COUNTRY ID = (France Country ID) then ENABLE module 1 only.
if COUNTRY ID = (Spain Country ID) then ENABLE module 2 only.

Your challenge comes in where you might decide to use (for example) PayPal...

You will have to see if it is possible to create a CLONE of the paypal module, so you have 2 unique paypal modules that offer identical functionality, but one processes payments for FRENCH customers and the other one processes payments for SPANISH customers.

I have CLONED the check/moneyorder module to behave in this way, but I don't know if it is possible to CLONE some of the more sophisticated payment gateway modules.

You will need a better brain than mine to tell you... but my logic here is probably appropriate...
