how to set 2 postage amounts?

my client would like to know how to set the postage for $16.99 for the first item with $4.99 for each item after the first one...UK pounds that is...

I have set up virtual stores that do not need postage so any info on what I need to set and where is appreciated.

In the Item Rate item shipping module set the
Shipping Cost
4.99

Handling Fee
12.00

This will give you 16.99 on the first Item, and each additional will be 4.99 ...
