Attributes below Add To Cart button

I am trying to configure the look of my item page. I have put the page in front of ten different people and I get the same response from each one without fail..... " Why is the ADD TO CART button ABOVE the items we need to select".

So I would like the add to cart button at the bottom of the page. I cannot find any way to do this thru the admin panel.

Do I need to select a different template? Can anyone offer me any advice?

Re-order a copy of tpl_product_info_display.php (it is well setup into blocks)

And then might need a bit of CSS to tweak
