Sagepay Addon error: BillingState field is required.

I am running Zen Cart v1.3.8a/v1.3.8 with the Sagepay add on
This workd fine for all uk orders but when someone tries to order from the USA it gives the error

This transaction attempt has failed. Please use the Proceed button go back to the web store from which you were purchasing.

The details of the failure are given below.

Status: MALFORMED

Status Detail: 3147 : The BillingState field is required.

Any one got any ideas

Just spoke to Sagepay and they say that even though my site physically shows the State field, the information is not being sent to Sagepay.

They say the script string for the State field needs amending so that the info is linked and sent to them also.

They say its something to do with a name=value field.

Any one know what to edit?
