I found another post that explained how to display this at the bottom of the page, but it didnt say how to actually turn OFF the links at the top.
Im only interested in having the links at the bottom of the page, so how do i turn it off at the top???

I gather those instructions you're referring to make mention of calling the tpl_modules_categories_tabs.php template.
Thus, doing a search for other places where that template is called would give you the details you require.
