Cash or Check Payments Not Options

I'm using the latest Zen Cart version. I'm looking to add cash and check payments since it's a theatre with walkin traffic in the downtown area and we need to track seating inventory by show and want to do that in Zen Cart, as well as generate an E-Ticket.

Documentation here says they are options, but they do not show in my Payment Modules as options:

Others in this forum talk about using cash/check options and other threads say they are not options.

So you don't see in Modules > Payment >

Check/Money Order moneyorder

No, they are not on the list, only credit card processors.

I found the problem. The files were named with .bak. After I removed that extension they appear on the Payment Module List.

Now, I've set up a country called Office Use Only with a custom Zone like this thread recommends:

When I use the Office Dummy Customer with the above country/zone in its setup, the check/money order appears as a payment choice like it should, but COD is not a choice. In the Payment Module both are set up the same way.
