We have set up an attribute for a "one time handling charge" on our small parts and it works but we would like to only charge the handling charge once if a customer orders more than one part at a time.
Perhaps there is another way to apply the handling charge. Do you want it only for "small parts"? What other kinds of products do you have? Could you apply a "low order fee" type of charge to an entire order? What kind(s) of shipping charges do you have set up?
We considered the low order fee but we would probably need more than one tier. The shipping is by weight which of ocurse parts usually don't weigh much.
If your shipping fees are calculated by weight, add a tare to small packages so the weight will never be less than your minimum cost to handle.

You can also use the low order fee at another breakpoint if you need more weighting at the lowest end. It doesn't all have to exactly equal the carrier charge, as long as it averages out for you and doesn't give any big unexpected spikes to the customer.
