shipping Setup Help please

Hi, i have looked but cannot find a simple answer to this. I need to set up shipping so items over $250.00 will be shipped free and have set the table rates for lesser priced items. Could someone please tell me step by step what all my settings should be? If i enable the freeshipper ALL items ship free and when i disable the freeshipper the items all say "no shipping for your region".

One method is to set this on a per Product basis where on Products that are $250 or more just set:

Always Free Shipping: Yes, Always Free Shipping

and now the Product is Always Free Shipping for everyone ...
