Admin reports that I am in the maintenance mode:

Warning WARNING: Site is currently set to Down for Maintenance ...
NOTE: You cannot test most Payment and Shipping Modules in Maintenance mode

NOTICE: The website is currently Down For Maintenance to the public

However, I am able to place orders and do everything else.

Not sure why?
