Customer telephone no on sign up

Even though, customer telephone no field is mandotary but i have noticed that customers get away with this.

I want to have their phone no...

If your customers are checking out using PayPal Express Checkout and their customer account is being created via PayPal, then their telephone number will only be shared with you if the customer checks the box to allow PayPal to give it to you.
You could optionally force PayPal to collect and forward that information, but if your customers don't want to do that, then they may choose to abort checkout on you.
