I'm not sure if this is the cause, but I went to the tab in FF that has my site loaded with the error message and clicked on View > Character Encoding and Unicode (UTF-8) has the bullet next to it NOT Western (ISO-8859-1).
Could that be it? It should be Western (ISO-8859-1) right?
