How to set shipping for just one country

Hi, I am a first timer here, have approached after struggling with a very basic question. Actually, I got confused with country setting, zone, and zone definition. But thats not important.

The issue I am facing is I am not able to configure to sell in just one country. For example, I want to ship only to Singapore, anyone trying to buy should get the message "Sorry, we are not shipping to your region at this time.". As of now this message is showing for all the countries.

I have set my store location to the country where I am shipping from.

I want to ship to FL at $6 and rest of USA cont at $8

The easiest way to ship to Florida for one price and the rest of the US for another price is to setup two zones, one for Florida Shipping and one for USA Shipping (not including Florida) ...

Then, clone the Flat Rate flat shipping module and set one version of Flat Rate flat shipping module to 6.00 and the Florida Zone ... and the cloned Flat Rate shipping module to 8.00 and the USA zone ...

Cloning is to make a duplicate copy of a shipping module and then customize it to be a unique shipping module ...

There are numerous examples of this that you should be able to find with a search on:
clone flat
clone item

to build your additional shipping module ...

Shipping modules can then be configured to only work for a defined Zone of shipping addresses by adding a Zone to it that you can build in the Zone Definitions ...

I would create a couple of test customers with addresses in different areas and test this yourself
