2 Flat Rate Shipping Options?

I am trying to setup 2 flat rate shipping options.
1 for Domestic ($9.99)
1 for International ($39.99)

After reading the forum I notice that the flat rate module is for one price for shipping anywhere, right? Unless you specify a zone, but you cannot specify another zone with a different price.

So then it seems I'd have to use Table Rate or Zone Rate... but each of those do not seem to allow you to set one price for one zone and one price for another.

Last question, is there an easier way to define a zone a set of countries (like the EU for example-without having to select each individual country)?

You could clone the Flat Rate flat shipping module and use 2 Zones ...

Do a search on:
clone flat
clone item

and you should find numerous examples on how to do this ...
