Those are set to send to the store-owner-email-address as found in Admin->Configuration->Email Options as it is configured at the time of installing your IPN module. There is no built-in option to edit it.
So, you have 2 options:
a) Turn OFF the debug emails. You really shouldn't have them on in the first place. First because they're only intended for debugging when you're encountering specific problems. Second, because the debug-to-file option is WAY MORE efficient since all the messages get contained in one file, unlike the emails which get sent individually, resulting in the barrage of emails you're no doubt trying to avoid. So change it to debug-to-log-file instead if you really think you need any debug logging at all.
b) Or you could (i) click Remove on your PayPal module; (ii) change your store-owner-email-address, (iii) re-Install your PayPal module, (iv) change your store-owner-email-address again.
Or, as I've indicated, turn them off altogether.
And, better yet, use Express Checkout instead of IPN anyway.
