Zone Shipping giving wrong ship cost?

Hello,

I have set up Zone shipping. Zone 1 is the US. All items are 0.85 lbs or less. I planned to set the first shipping option to 1lb = $5.65 because a single item can be sent in a small box.

for some reason, even though I am only testing one item (Again, 0.85) it is giving me the second shipping option instead of the first. $11.40.

Here is my settings:

Zone 1 Countries
US

Zone 1 Shipping Table
1:5.65,5:11.40,12:15.20,24:30.40,48:60.80

Admin >>> Configuration >>> Shipping / Packaging...

Adjust the TARE settings...

These are values that take into account the fact that the PACKAGING itself has weight...

... so the values you use here make upward adjustments to the whole consignment weight by adding the product weight(s) to the values calculated by these TARE settings, giving a COMBINED consignment weight.

Right now, your TARE settings are too high...
