Store pick up for certain customer or group only

I would like to set up the store pick up option but only make it available to approved people. I have friends that buy from me but I would like for them to pay through the website but not have to pay for delivery as I would just give it to them when I saw them next? Is there a way to do this. By group or by each customer? Bit of an odd situation I know. I am using v1.3.8
I have looked every where I could think to lok for this type of setting but can't seem to find it.
Any help would be great.

You can't do that with the stock Zencart installation, and there isn't any mod I'm aware of.
