Remove step 2 in checkout process

Can anyone suggest how to remove step 2 in checkout process?

We'll need more information about what you're trying to do. How are your customers going to pay you?

The customer always pays upon delivery so there is no way (for now) to use pay pal, etc. So how can I skip step2?

Use the COD module, but that will not remove the step.
