I asked paypal support but they simply "copypasted" me some text from their help section which I already checked and didnt find out anything.
Heres their answer:
What am I doing wrong?Auto Return can be set up from the Profile page.
1. Log in to your account at https://www.paypal.com/
2. Click "Profile" at the top of the page.
3. Click the "Website Payment Preferences" link in the Selling
Preferences column.
4. Click the Auto Return "On" button.
5. Review the Return URL Requirements.
6. Enter the Return URL.
7. Click "Save."
Please note:
* If you use Subscriptions Password Management or plan to use it, Auto
Return must be turned off to display the PayPal-generated username and
password to the buyer.
* If you turn on both Auto Return and PayPal Account Optional, a new
user isn't automatically taken back to your website, but is given the
option to return.
* If you turn on Auto Return, you can use Payment Data Transfer to
display the payment details to your buyer.
You're not doing anything wrong.
Something's wrong with your PayPal account. There should be a 3rd column with Selling Preferences options listed.
That option will not show if you're using a Personal Account.
You'll need to talk to PayPal again to show them the screenshot you shared with us. They need to see that so they can fix whatever's wrong with your account.
