Changing layout of Checkout?

I prefer the default layout when someone clicks the Checkout button.
Since installing PayPal Express, it now splits the layout into 3 boxes - I wouldn't mind if it were three boxes from top to bottom, but the way it is now is tacky.

Does anyone know where I can change the layout so PayPal is at the top, Existing customers is 2nd, and New customers are last?

... what did you do? It might help someone else that wants to do the same.

I honestly don't remember what file I did it in, but I simply made a new "table" with 3 lines and put what I wanted in each.
