Flat Rate For One City

I would like to setup a flat shipping rate in one city, and have other shipping modules handle out of city shipping. I tried the flat rate module but it seems it can only limit it to the province. Is there any way to setup a flat rate for one city?

I believe you can add new zones in Admin > Locations/Taxes > Zones.

Just click "insert new zone" and enter the city name, and the zip code. Then go to the flat rate module and see if your city shows up in the dropdown. see if that works?

That will only allow you to set zones for provinces, not cities. I just need one flat rate for one city.
