My zone rates is not working

Hi everyone..i've tried look up all over the thread, but didn't found the ones error like mines. I am from malaysia, and would like to declare Zone Based Rates for three zones - peninsular, sabah & sarawak.

I had put the codes as PEN, SH & SWK into zones definitions. Which one is my error actually as estimate shipping appears that my zone rates is not working:

actually, what should I insert...? getting confuse..huhuu

I have do some editing after my 1st posting..now, it goes like this,

I have assign this in Zones:

Malaysia Johor JHR
Malaysia Kedah KED
Malaysia Kelantan KEL
Malaysia Kuala Lumpur KUL
Malaysia Labuan WPL
Malaysia Melaka MLK
Malaysia Negeri Sembilan NS
Malaysia Pahang PHG
Malaysia Penang PEN
Malaysia Perak PRK
Malaysia Perlis PER
Malaysia Putrajaya WPP
Malaysia Sabah SH
Malaysia Sarawak SWK
Malaysia Selangor SGR
Malaysia Terengganu TER

Then in Zones Definition:

(Zone Name), (Zone Description)
East Malaysia, Peninsular (Number of Zones : 13)
Sabah, Borneo (Number of Zones : 2)
Sarawak, Borneo (Number of Zones : 1)

This is what I have assgin...

Then in the above posting (my 1st posting), what should I insert under zone actually?

There are both the 2 character and 3 character ISO codes in the countries table ...

However ... the Zone Rate zones shipping module only works with the 2 character ISO codes for each country ... and does not let you break out more specifically within a country, such as state or region ...

What might work better for you is to build the New Zones and use the Free Software Add On for the Zone Table that lets you build Zone Definitions for your Zones ...

If you go to the Free Shipping Add Ons at the top of the screen and do a search on:
Zone Table

you should see a link to both the Zones Table Rate (for Multiple Zones) and a link to a Zone for Malaysia ...

From that, you can build your Zone Definitions to specific regions ...
