Flash Header

I did a search and saw this answered a couple times, but the answers were very specific to existing sites, so I thought I'd post mine. I am doing a site for a politically charged group (left wingers beware, lol) and they want me to replace the header image with an exact version of it, but in flash. Could someone point me in the right direction of where I would add this in Zen Cart?
