Popup Shipping Estimator Edit

I don't want Flat Rate Shipping method and rate showing in the popup shipping estimator when no location has been entered. It confuses customers because they think that is the actual cost and only shipping option. I want the estimator to show no shipping methods or rates until after the customer enters a location (zip code). Can the estimator be edited to fix this?

I use flat rate to cap the shipping cost, so it is set higher than many actual shipping methods. Any help is greatly appreciated.
