Yes, Always Free Shipping

I am using Zen Cart 1.3.8a and have added a new product to my shop which has been running for 6 months now. For this product I am setting it to "Yes, Always Free Shipping". This is the first time I have set a product to this option. When someone tries to purchase this product, on the delivery information page, the only option is to "Pickup from store" which seems fine as the shipping is free. Even though they don't select the option to "Pickup from store", on the next page, the payment information page it shows as "Pickup from store". This is confusing because I don't know whether the customer wants to pick up from store or not. Am I missing a setting?

Did you enable and configure the "Free Shipping" module?
