404 Not Found is exactly that: the file does not exist on your server.

In Admin > Tools > Developers Tool Kit look for this file:

checkout_shipping.php

Chances are that it will not show in the search results. Hopefully you have a backup copy of the file - simply upload it to the right folder (most likely to includes/languages/english/YOUR_TEMPLATE/ ) and all should be good again.
