PayPal Express Checkout page

[FONT="Arial"]Is there a way of not having the PayPal Express option/button not show up until a customer gets to the 'Step 2 of 3 - Payment Information' page? I don't want the option/button showing up on the Shopping Cart page.

I am a newbie so please make it simple.

According to PayPals' terms-of-service, the opportunity to commence checkout via PayPal must be presented before forcing customers to supply personal information. That's why the button appears on the shopping-cart page and on the login/create-account page.
There's a significant benefit to the customer there, in that if they already have a PayPal account, then they won't have to enter their address information at all. It will be automatically given to you after they login. And, if they're not already a PayPal customer, when they type in their address info there to validate their identity, that info will also be passed to you in order to calculate shipping and taxes, and of course to complete the sale.

So this is a legal issue between myself and Paypal and it can't be changed?

If that is the case I guess I will have to leave it.
