Cannot log into admin, or user login after moving servers

I moved 2 zencarts to the same server they worked okay, when i moved this last one I cannot log in to admin or as a customer.

I ran the fix cache utility and also tried to reset the admin user/pass with the utilty but get this error message:

I think the sql and php is a higher version on this server but as i said the other 2 worked fine?

That's a sessions and/or cookies problem, not a password problem. A password problem will say so. A session/cookie problem will say nothing.
