Custom Shipping rate calculated by category

We want to charge a flat-percentage of the order total as the shipping rate. So for example if the order total is $100 and we decided we are charging 10% for shipping the total shipping cost would be $10. Now that would be easy enough if that was it, but of course there has to be more! ;-)

We want to charge varying percentages based on categories. We can use master categorys, so for example let's say I have three categories:

CATEGORY 1, shipping rate is charged at 10%
CATEGORY 2, shipping rate is charged at 15%
CATEGORY 3, shipping rate is charged at 20%

So the "shipping module" would have to figure out order totals from each category and then calculate the total shipping price based on that. If the category didn't have a specific shipping rate set then we could just say it charges a generic 10%.

Now, the best way to accomplish this -- should I hack the flat rate shipping module or the table-rate shipping module? Anyone try this before, can you guys point out at least were the calculations occour in the flat rate module file so I can see what's going on and take a stab at it?

What you seek will not be easily programmed but...

Totals wiil have to be calc'd in /includes/classes/shoppingcart.php - given some variable for each cat to be used for applying rates to it
