Flat rate shipping + options

Hi zen-carters. I have a question about shipping modules that I hope someone could help me with. I'm sorry if the answer to this is blatantly obvious.. I have read quite a few of the wikis on shipping modules, but haven't really found the answer.

Firstly, I am in Australia, so I cannot use the UPS or USPS shipping modules included in zen-cart.

I have setup a flat-rate shipping offer for my Australian customers. Currently the shipping offer is $2 for each order under $50, then $4.80 (includes $2.80 registered post option) for orders $50 and over. This eliminates the need to weigh each item I plan to sell in order to use the OzPost module exact shipping prices from Australia post. This flat-rate offer is the default shipping option.

The problem:

I also want to offer two additional shipping options; $8 express post and $4.80 registered post for buyers who want their < $50 order to be sent registered.

So at the checkout, I'd like flat-rate postage to be selected by default, with the express and registered options selectable if buyers would prefer to have their order sent that way.

I can't work out how to do this. The flat-rate module doesn't seem to offer additional methods that I can see. I don't need to / cannot use the OzPost module for this because I want to be able to set the $8.00 express and $4.80 registered options for orders regardless of weight (and if I used OzPost it would contact Australia post for their express post price which, without product weight, chooses a more expensive option).

I think I need an additional shipping module for these other two shipping options but I am not sure which one.

I hope this makes sense. Any suggestions?

Although not *exactly* what you are asking for, I suspect the optional insurance module would be easily adapted to fit your needs.
