originally it was

<?php echo (($flag_show_product_info_quantity == 1) ? '<li>' . $products_quantity . TEXT_PRODUCT_QUANTITY . '</li>'  : '') . "\n"; ?>

Fix your errors ... the * does not belong in there:

<?php echo ((*$current_category_id == 21 && *$flag_show_product_info_quantity == 1) ? '<li>' . $products_quantity . TEXT_PRODUCT_QUANTITY . '</li>'  : '') . "\n"; ?>

If you wanted it to show for Category 10 and 9 you can use:

  <?php echo ((($current_category_id == 10 || $current_category_id == 9) && $flag_show_product_info_quantity == 1) ? '<li>' . $products_quantity . TEXT_PRODUCT_QUANTITY . '</li>'  : '') . "\n"; ?>
