    OK I see that setting Address Override = 0 makes that notice go away, but when Address Override = 1 the notice can be seen by the customer on his order history page.

    That message appears because you've given the customer the ability to select an address on the PayPal side for that transaction by setting Address Override = 1.
    But the other setting Shipping Address Requirements = 1 means that he can't select an address on the PayPal side. The two settings seem to contradict each other, but I can see the logic if I look closely...

    But I still think the customer doesn't want to see that big bold warning - might make him nervous.
