Paypal express help!

Good morning everyone! I have a little issue i need help with. Here is what is happening.
My customers go to checkout and go to paypal. they go all the way through and go to the last page and click to pay on paypal,and immediatley they are sent back to my site to page 3 of the check out and no payment is taken and no order is generated. Basically they are sent back to start the check out process all over again. I use pay pal express since i use the shipping module on paypal to ship items from ebay sales. So i am unable to use the web standard. I called paypal and they claim that all is working fine there is no problem, they tested up to the payment button and stopped so they said all was fine! So i was wondering if there is something i am missing on my setup! I do have a buisness account with paypal.
Here are my settings: Are they correct and if not what do i have to change. I am a virtual download website. In Other words all my products must be downloaded to recieve product!

Oh! I forgot I have free shipping enabled in admin shipping module all else is off!

Yes i did seach and could find no possible solution all scenarios don't fit me, that i could find!
