Well I received this error again today: [14-May-2010 01:12:03] PHP Warning: array_merge() [<a href='function.array-merge'>function.array-merge</a>]: Argument #3 is not an array in /*/*/*/includes/modules/payment/paypalwpp.php on line 2204
One thing that has been consistent is that whenever this error has been triggered it's been when an international customer uses PayPal Express Checkout. I have only experienced this since upgrading to 1.3.9 and it doesn't happen all the time.

That's just a minor warning message being triggered by the logging facility. If it's bothering you, feel free to comment-out that line. It shouldn't be hindering normal operation.
